The recent onslaught of Typhoon Tino in Cebu has left communities in need in urgent need of assistance. The typhoon brought strong winds and heavy flooding across multiple towns. Not long before the storm, a 6.9-magnitude earthquake struck Northern Cebu, leaving many families burdened by two consecutive disasters.
The Ramon Aboitiz Foundation, Inc. (RAFI), guided by its core value of service, remains steadfast in supporting communities in crisis. Through the activation of its Emergency Operations Center (EOC), RAFI deployed validation and assessment teams to the hardest-hit areas. These teams coordinated closely with the Provincial and Regional Disaster Risk Reduction and Management Councils to ensure a unified and efficient response.

What We Have Done So Far
Ten days after the typhoon, RAFI began distributing food and non-food relief items following thorough data validation and rapid assessment.

To date, over 5,000 relief items have reached families in Cebu City, Municipality of Compostela and the Municipality of Liloan. Each pack contains drinking water and essential food items, including five kilograms of rice, assorted canned goods (beef loaf, pork and beans, corned beef, tuna, and sardines), and 3-in-1 coffee.
Based on results of the assessment, RAFI will continue to distribute relief packs to nine (9) affected Local Government Units:
- City of Cebu
- Municipality of Compostela
- City of Talisay
- Municipality of Liloan
- Municipality of Balamban
- City of Mandaue
- City of Danao
- Municipality of Asturias
- Municipality of Consolacion
As of November 14, 2025, RAFI has raised Php 4,929,295 in cash from individual donors and organizations. The Foundation has also received in-kind donations equivalent to Php 114,200.
RAFI’s Interventions
RAFI’s emergency response follows a structured three-phase framework:
- Phase I – Relief: Immediate provision of food, non-food items (hygiene kits, sleeping kits, clothing kits, and kitchen kits), and psychological first aid to affected families.
- Phase II – Recovery: Early recovery phase (Interventions to be specified after assessment)
- Phase III – Rehabilitation: Possible interventions to be specified after further assessments.
RAFI is currently in the Relief Phase of its Typhoon Tino operations. This effort runs in parallel with its recovery response for earthquake-affected communities in Northern Cebu, including the provision of temporary learning spaces.
