Capitol and RAFI Team Up to Hone Better Leaders

The second season of the Capitol Citizenship Leadership Academy (CCLA2) ended with 30 graduates getting new ideas and learnings on how to become better leaders and public servants.

CCLA2, which went with the theme “Systems and Process Reforms in Governance (SPRING), culminated last Oct. 12, 2018, at the Golden Valley Hotel.

CCLA is a program of the Cebu Provincial Administrator’s Office – Human Resource Department in partnership with the Governance and Linkages Unit of the Ramon Aboitiz Foundation Inc. (RAFI-G&L). It aims to promote the 3Cs leadership — character, competence, and citizenship, among employees of the Cebu Provincial Government. The CCLA assists young professionals working in the government in their journey towards excellence. Through the CCLA, these professionals will have a platform to develop, grow and become of service to the institution and the community.

“The reason we work together with the Province of Cebu in this regard is that we share the goal and the interest in building the next generation of leaders. Leaders who have the heart for service who have the head to be really competent in what their responsibilities ask them to do and to be able to render good public service,” said Evelyn Nacario-Castro, RAFI-VP for Governance and Linkages.

The participants from the different departments of the Cebu Provincial Government underwent a series of training and seminars. Some of the topics discussed were Leadership, Team Building, Personality Development, Corporate Communication, Customer Service, Project Management, Organization Management, Research, and Project Development. 

This year’s CCLA2 leaders developed five project models that aim to improve systems and processes at the Capitol. The winning project, “Project Monitoring and Information Systems (ProMIs),” a project of the Team Legends (Amelita Gatdula, Mie Pelayo, Hojolyn Hermoso, Carl Jan Ceniza, Jayson Tomarong, and Kathrine Demple Irizari) aims to project monitoring and evaluation systems.

“CCLA has honed me to become a more effective and reliable leader. It is a great opportunity to redevelop and revisit your inner leadership attitude,” said Charlyn Pepito, Community Development Assistant I and a graduate of CCLA2.

“CCLA really helped us to become more responsible and helped me to strengthen my own character to be a better citizen of this country,” said Arjim Mendaros, Administrative Aide II and a graduate of the CCLA2.

The CCLA is an offshoot of RAFI-G&L’s Young Minds Academy program.

The Governance and Linkages Unit of the Ramon Aboitiz Foundation, Inc. (RAFI-G&L) seeks to foster responsive institutions and an engaged citizenry through awards and recognition, good governance and leadership development programs, and active linkages and platforms of engagement and collaboration.
