
By teaching literacy and numeracy to our Cebuano learners we enable them to dream and grow.
To take a step towards addressing the learning crisis in the Philippines, the Ramon Aboitiz Foundation, Inc. (RAFI), and the Department of Education Region VII officially ink partnership through a Memorandum of Understanding to create collaborative activities to improve literacy and numeracy outcomes among Cebuano learners.


In a recent UNICEF study, it revealed that at least three in every 10 Filipino children are unable to meet the minimum competency in reading and numeracy by the end of primary education.
RAFI, a committed advocate for child development, places education at the forefront of its initiatives. Through its education program, the organization aims to ensure that every learner in Cebu becomes literate and numerate by the age of 10. By equipping children with strong foundational skills, RAFI supports their ability to reach their full potential and contribute meaningfully to national development.
The partnership with DepEd Region VII and DepEd Cebu Province seeks to co-develop localized, evidence-based, and community-rooted solutions that directly address the needs of schools and learners. It also emphasizes support for teachers and the broader school community.
With this partnership, both institutions hope to unite efforts to give every Cebuano child a fair chance to thrive and help them unlock opportunities for growth, empowerment, and lifelong learning.
