DEPED Cebu City Division Adopts KAP Program as Core Remediation Program

No Cebuano learner should be left behind. 

Over 4,500 learners in Cebu City now have an improved literacy and numeracy skills after completing the KAP: Sustainability at the Right Level (KAP-SARL) remediation program. In the constant pursuit to alleviate the learning poverty in the Philippines, the education community- including government organizations, non-government organizations, national government agencies, the private sector and other education – focused groups- is making strides in raising awareness and are launching initiatives for action.  

One of the initiatives, is the Kita ang Pagbag-o (KAP) Program, a literacy and numeracy remediation program implemented by the Ramon Aboitiz Foundation, Inc, (RAFI) in partnership with AHA Learning Center and the Cebu City Schools Division. The first successful run of the program in 2024 supported over 2,000 learners, helping them advance in their education. 

This year, the program has been scaled up and reintroduced as KAP: Sustainability at the Right Level (KAP-SARL). It is now being implemented as a continuity initiative and will be adopted as the core after-school remediation program for Grades 3 to 6 students in 69 elementary schools across Cebu City. 

To celebrate the success of this initiative, a division-wide culmination activity was held on June 11, 2025, at the IEC Pavilion. The event honored the achievements of: 

  • 4,735 KAP-SARL graduates, 
  • 693 Super Parents from the Supporta Eskwela Club (SEC), and 
  • 735 trained teacher-implementers, including Public Schools Division Supervisors (Mentor Monitors), School Heads (Ambassadors), and Classroom Teachers (Teacher Fellows). 

The KAP Program consists of: 

  • 30 hours of Teaching at the Right Level (TARL) sessions, 
  • 7 hours of Social Emotional Learning (SEL), and 
  • 3 Supporta Eskwela Club (SEC) sessions designed to engage and empower the parents of KAP learners. 

The program envisions a holistic, sustainable model for after-school remediation, tailored to the needs of elementary students under the Schools Division Office of Cebu City. 

According to Marion Alvizo, Principal of Hipodromo Elementary School, the learning loss experienced during the pandemic greatly affected students from kindergarten to Grade 3, many of whom had low literacy levels. “Before the program, we had 34 struggling readers in Grade 3. Now, that number is down to 8. There has been a lot of improvement. We are very grateful for the KAP Program. It really helped us—providing quality reading materials and training our teachers in effective remediation techniques. The ‘Reading at the Right Level’ approach is truly effective,” she shared. 

She also emphasized the crucial role of parents in the learning process, stating that education is a shared responsibility. 

This program proves that when we empower teachers, engage parents, and believe in every child’s potential, we don’t just hope for change—we create it. Kita mismo ang Pagbag-o. We are the change— RAFI together with its partners is working toward a future where every learner in Cebu is literate and numerate by age 10.
