RAFI, DOH-CVCHD, CSMC, and Gaisano SRP to Launch Philippines’ First Mall-Based BUCAS Center

Healthcare within reach. A new milestone in healthcare access is set to unfold in Cebu as a Bagong Urgent Care and Ambulatory Services (BUCAS) Center—a primary care facility—prepares to open its doors to Cebuanos at Gaisano Capital SRP.
This project is made possible through a pioneering public-private partnership among the Ramon Aboitiz Foundation, Inc. (RAFI), the Department of Health – Central Visayas Center for Health Development (DOH-CVCHD), Cebu South Medical Center (CSMC), First Pacific Fortune Commercial Corporation and Cebu Chamber of Commerce & Industry.


The first mall – based BUCAS Center in the Philippines, it is designed to bring affordable, high-quality, and accessible primary and urgent healthcare services closer to the community—right in the heart of a commercial hub. Once operational, the center will offer a wide range of outpatient and ambulatory services, including:
Urgent care consultations (pediatric, obstetric, adult, and general cases):
- Primary care and population-based health services
- Cancer and lifestyle-related disease screenings
- Clinical laboratory and radiologic services
- Pharmacy access
- Specialized ambulatory care (e.g., elective surgeries, biopsies, lipoma removals)
- Dental and optometric services

RAFI, known for its commitment to enabling healthier lives for Cebuanos, has completed the infrastructure development, renovation and facility setup. This project is in line with the foundation’s mission to foster healthier lives and communities specifically in Cebu. On June 23, 2025, RAFI officially turnover the facility to DOH – CVCHD after renovation.
